(1) Administrative Memo from the Office of the President to the Oregon State Board of
Higher Education. March 7, 1996.
    In 1991, OSU adopted a new policy on discriminatory harassment; in 1992,
    OSU established the Difference, Power, and Discrimination Program; in 1994,
    OSU formed the President’s Commission on Hate Crimes and Hate-Related
    Activities; and in 1995, OSU established the Ethnic Studies Department with
    courses beginning in the 1996-1997 academic year.
