Packard was a paleontologist who came to OSC from the University of Oregon in 1932 as a part of the consolidation of the School of Science at Oregon State. He served as the Dean of Science from 1932 to 1938, as chair of the geology department from 1932 to 1950, and as director of OSC’s Research Council from 1932 to 1946.
